Rift Valley Energy (Tanzania) Ltd is pleased to invite prospective suppliers of hydro-electric turbines to participate in a tender process for the supply of the necessary equipment included in a full ‘water to wire’ hydro-electric solution, for each of the following project sites that are currently under development in the Southern Highlands of Tanzania:
1. Suma Hydro (1 MW) – a project located 15 km from the town of Tukuyu, in the Rungwe District of the Mbeya Region. This site has an available net head of approximately 58 meters at a design flow of approximately 2.1 m3 per sec. The project will be developed and contracted under the company name Suma Hydro Ltd.
2. Luponde Hydro (2.9 MW) – a pair of two adjacent hydro projects that are located approximately 40 km from Njombe Town, in the Njombe District of Njombe Region. Further details on the two sites are as follows:
a. Igola Hydro Site (2.0 MW) – This site has an available net head of approximately 99 meters at a design flow rate of approximately 2.4 m3 per sec.
b. Luhololo Hydro Site (0.9 MW) – this site has an available net head of approximately 198 meters at a design flow rate of approximately 0.6 m3 per sec.
Both hydro sites will be developed and contracted under the company Luponde Hydro Ltd.
3. Luisenga Hydro (2.5 MW) – a project located approximately 40 km from the town of Mafinga, in the Mufindi District of Iringa Region. This site has an available net head of approximately 380 meters at a design flow of approximately 0.85 m3 per sec. The project will be developed and contracted under the company name Mwenga Hydro Ltd.
All three project development companies (Suma Hydro Ltd, Luponde Hydro Ltd and Mwenga Hydro Ltd) are all subsidiary companies within the Rift Valley Energy Group.
Further, all three projects are all being developed concurrently, with the Luhololo Hydro project being the most advanced, and the Luisenga project the least. It is anticipated that the installation program of the various turbines will be agreed with the successful tenderer, to allow an appropriately staggered installation and commissioning of turbines at the respective project sites, and so allow the most efficient use of installation equipment and personnel. A preliminary timeline is included in the tender document pack for information purposes, with more exact implementation programs still to be agreed prior to contract placement. Please note however, that the Luhololo project is expected to be commissioned first, and suppliers are encouraged to offer the earliest possible delivery of the necessary equipment for this project.
Turbine suppliers are strongly encouraged to offer to supply all of the equipment for all three sites, so that a mutually beneficial economy of scale is achieved for both the customer and the supplier. As the turbine contracts will be held with separate project companies, separate bid document packs will be required for each project, for each supplier.
Please note also, that the turbine technology that is expected to be supplied for each project site is not prescriptive, and suppliers are free to offer turbine combinations that are different from those shown in the conceptual drawings (e.g. a single Turgo, Pelton or Cross Flow solution might be more appropriate for some suppliers for the Suma project, as compared to the twin Francis solution that has been shown in the conceptual drawing – so long as it can correctly and reliably deliver the desired power output, and the desired island mode characteristics across the full operating ranges described).
We have provided for an opportunity for site visits (see tender forms instructions for timetables of visit and tender submission deadlines) to each of the sites, but do not regard these visits as essential, as we have also provided a range of project site photos in the respective tender packs to give suppliers a good feel of the areas concerned.
We wish good luck with the bidding process and we look forward to closing out the procurement contracts, and then getting on with the completion of the construction process here in Southern Tanzania.
